Public shelter - Bulgaria
When authorities rarely or never check how the dogs are treated or if they receive care by the manager - under current law - the standard may vary greatly between different municipal enclosures (public shelters), depending of the mayor, who runs it and if the dogs get help from the citizens.
The images show dogs from the streets that have become caught by the local dog catcher, transported and then being enclosed - the dogs are then forced to be subjected to neglect in these highly mismanaged and substandard municipal enclosures.
The dogs who just lived freely in the street, are shocked and they do not understand what is happening - they are often placed together regardless of gender, size or temperament.
Pictures taken in 2010 - 2012, represents how enclosures works today - there has not been any improvement.
(2011) This is cruel, inhumane way of treating animals, which Bulgarian municipal officials do NOT want to change! Causing pain and distress to the dogs held captive in the municipal concentration camps is something normal for them. They REFUSE to comply with the Animal Welfare Law of Bulgaria, which prohibits and prosecutes animal cruelty. They truly believe, they are above it!
