This is how Bosnia & Herzegovina aborigines keep their dogs, they put them on a chain shorter than a meter or two. This dog cannot move further than 50 cm away from his house. Although there is a new law for animal rights, nobody takes care of it. Reporting it to police causes just few laughs. The one dog which was before this one in the same garden, died this year, and was maybe only 2 years old
