Slaughter of dogs in Europe: Romania
When authorities rarely or never check how the dogs are treated or if they receive care by the manager - under current law - the standard may vary greatly between different municipal enclosures (public shelters), depending of the mayor, who runs it and if the dogs get help from the citizens.
The images show dogs from the streets that have become caught by the local dog catcher, transported and then being enclosed - the dogs are then forced to be subjected to neglect in these highly mismanaged and substandard municipal enclosures.
The dogs who just lived freely in the street, are shocked and they do not understand what is happening - they are often placed together regardless of gender, size or temperament.
Pictures and movies taken now and then, represents how enclosures works today - there has not been any improvement.
According to Romanian and EU directives, the abandoned animals shall stay comfortably in the enclosure, be given food and water, and be given care and veterinary treatment. The dogs must be placed in view of the size and temperament and neutering, and that there should not be more than four dogs in the same pen.

Municipal enclosure - Galati 2011 - The stray dogs who are caught and brought to the shelter are killed within 7 days if there was nobody to take them. Although the caretaker told reporters that there are many applications for adoption, but the price of such adoptions and the fact that 90% of Galatians don't know where the shelter are located, make the number of stray dogs euthanized weekly to be very high. Conditions in which these dogs are kept, as you can see, are totally inadequate and defy any European standard. Food given is very little (200 grams / day) and water, as it shown, is missing from the cages.

2010 March and 2011 May - Tulcea, Romania - Neglect, starvation, disease, frozen to death
Tulcea, Romania - On Saturday June 11, 2011 was approx. 30 dogs inside the shelter, waiting for their fate. They were all killed on Thursday June 16.
