There are laws governing the humane treatment of companion animals, yet animal owners violate these laws daily. Why? Lack of law enforcement and apathy.
Those who would leave their dog chained up for the entirety of its life care not for the animal's welfare. Often, these dogs are left without proper shelter, food, water, and veterinary care. Even simple care such as brushing the dog's coat, and trimming its nails falls by the wayside.
In light of such inhumane treatment of man's best friend, one would ask the question, why does this person have a dog at all? Much like having a child, a pet is an equal responsibility requiring a lifetime commitment.

Condemned to an eternal life in torment
Throughout Europe are dogs chained and tied to a lonely and sad life. Many are unprotected from the elements. Some are attacked by other dogs and animals or bad people.
They can not escape but is condemned to live a life of fear, loneliness, monotony, in cold or heat, and without compassion. Many are starving to death or die from lack of water or are attacked by other dogs and injured or become sick. Some die of heat stroke or freeze to death.
Other dogs are forced to live a life in captivity. Why a person get a dog and then force it to live a poor and boring life in a chain or in crowded small spaces, is just cruel and evil.

There are an overwhelming number of cases when the owner totally ignored the dog's well being and not replaced the collar or chain around the dog's neck, which has resulted in that the collar has grown into the dog's neck and flesh/skin.
This is unbelievably cruel and painful and all dogs are not discovered but are facing a long and painful death. The owner completely lack empathy and no understanding that dogs are thinking, feeling and social beings that can feel and understand pain and neglect.
